In response to a solicitation from the Governor of Massachusetts to establish the state's Administering Agency on Developmental Disabilities in 1975, the Developmental Disabilities Assistance and Bill of Rights Act, a federal law known as the DD Act, was passed four years later in 1979. The Developmental Legal service Center, under a contract from the Administering Agency, initiated an administrative action to start the Protection and Advocacy for Developmental Disabilities program (PADD). DDLC was born when AADD was finally awarded the contract, a consortium of the Massachusetts Association for Retarded Citizens and the Mental Health Legal Advisors Committee.
