Worst company rude manager things get stolen try to remove you by false things,very poor renos. let some tenants do what they want putting up outside blinds blocking comon property. stay away mostly wordsley stret
Arran House, Penticton, if you're over 60, like to snell urine in your hallways, you drink like a fish, your quiet hours are 8pm to 9am, you hate the sound of children laughing and just being kids, you hate hearing dogs barking as dogs do, you enjoy drinking parties with the 'bldg managers' so you can receive protection from them as you make false complaints against, harrass and assault fellow tenants, then this is a perfect fit for you!
I enjoyed my apartment at Bayside in Parksville, BUT 9 managers in 2 years is a bit much! Something has to be wrong at Devon. The new manager, Don Buchanan was extremely helpful to me on my move out. I hope he gets the support and training required by Devon as it didn’t seem that he was getting what he required when I left at the end of May. Good Luck to you Don and I hope things work out for you.
I feel safe now to report egregious behavior on the behalf of Stephen and Kelly Morgan at Seaport Apartments - 200 Dallas Road, Victoria BC. I moved out from Seaport last month, last day of my rental was April 30. I have moved to Alberta. My apartment unit was 211, and I rented there from December 2017. For almost three years Stephen and Kelly made my life a living hell at Seaport. They deliberately moved a family in above me, and with the instruction to stomp on the ceiling to drive me out. They then compiled a docket of my complaints, and working with the management company Devon Properties, they accused me of insanity and sent me a letter of ultimatum that I move out or shut up. My feeling was that since my occupancy was of such a long duration, that they did not like me and wanted to increase the rent and or move one of their relatives into my apartment as it was close to their own in the building (right above). I resorted to wearing industrial construction ear protectors to not be driven insane. My complaints were met with ‘they have children’ defense. This persisted for almost the entire duration of their management starting when they occupied apartment management three years ago. The prior apartment managers were much loved by all, Greg and Dianne Lowe. I am writing not so much on my behalf, but on the behalf of the remaining tenants they are tormenting at Seaport Apartments – which I observed and heard testimonials frequently. I managed to escape finally. One month before moving out, and with their understanding I was moving out – they moved their stompers out from the apartment above mine. My feeling is that was to cover their tracks in case I decided to record the abuse electronically. It would behoove an investigation as to the managerial practices and the ongoing treatment of the renters at Seaport.
They don't even deserve one star. Cheyanne Edgrin is the most deceitful property manager and Reed Kipp loves to gas light. The day I was moving out I gave very specific times. They both called, texted and harassed me all day then sent a "building manager", who I had never met, to my door. The property manager was a male dressed all in black street clothes not professionally. The man didn't state his name just said I'm from Devon. He lurked around my door, halls and exterior watching us move, which was incredibly intimidating. It was so horrible that I had to leave and call the police as escorts. Cheyanne refused to do the walk through and commenced it 4 days later without my presence or contacting me to be present. My apartment was professionally cleaned but she lied and said it was dirty and damaged. (See the damage report that says i damaged toilets and window treatments and pics of the day i moved out. Also note my original move out date and the date i finsihed and the date she inspected.) Now they are taking me to court for that. Thank God I took pictures before leaving. Best part is when I moved in the unit was dirty, food in the fridge, the walls were disgusting and when I asked them to clean it they told me take it as is or find another place. I wish I had just found another place.

Our Building manage, Robert, is very responsible, helpful and nice person.
Strand are the most ruthless company I have ever dealt with. They employ Devon Properties at the Victoria who are also terrible people. On my move out date the harassed me and my movers while watching the whole time. I had to return with the police the following day and they refused to meet for the inspection. They filed a claim against me for damages and cleaning when the apartment was spotless and no damage which I have proof of. They are refusing to return my deposit and trying scare me into paying more. I have arrears which they have refused to take payment for but instead fixed with two different collection agencys to try to collect twice on the arrears while matter is still in court. Every email is filed with lies and vagueness on their part to avoid taking any blame. While living there I had no parking spot which I paid for. I had numerous repairs left unfixed, the apartment was dirty when I went to move in and they told me it was my problem and I was welcome to find another place. Their Properties are poorly managed there's definitely money laundering and scamming happening, and they have been dishonest since day one.
All these people care about is money not about how the tenants are living after paying such expensive fees for staying in a luxurious apartment so they say. The moment you sign. Your lease they forget about you. They are unresponsive and always looking for how to squeeze more money from the tenants. That they are very good at. I thought they were good but will never recommend this place to anyone.

Great folks!
Steer clear of Devon, especially if it's a building managed by Andrew Capeau, or overseen by Rick Restell. Andrew's taken it upon himself, with Devons support, to railroad me into being involved with his personal drama. Supposedly there's been a tenant writing anonymous letters, an email and a txt message. Neither Andrew, Rick, or anyone else at Devon, chose to do even a basic investigation. None of the identifiable info from the adimistration mail they recieved, or the txt message, was cross referenced to verify they had it right, but both certainly feels they know I'm involved and Rick has attempted to threaten me with "arbitration" for something I was never involved in. Andrew has also been actively defaming me to other tenants. Devon was made aware of Andrew's self-involved and emotionally immature behaviour 3 times over a week, and chose to ignore the issue. So now I've been forced to pursue a defamation suit against both Andrew and Devon as well as a rental appeals complaint. If you don't enjoy being dragged into manufactured drama, and building politics, then stay away from Devon. It's become more than obvious that professional standards aren't enforced, if they even exist, and tenants negative experiences are fantasies. Given the current issues with multiple industries having problems finding employees, post COVID, this is something you can expect to deal with. Andrew has 0 experience managing an apartment building. He's a pedicab tour guide, and owner of Victoria Pedicab co. The incompetence is palatable. As soon as the legal nonsense is out of the way, it's off to NFLD. Be amazing not to have to deal with the infantile behaviour of, supposed, adults that Devon employs. And good riddance to the lot.
