Xceed Resources Texas Mental Health and Mental Retardation Act, HB3 of 1965, spearheaded the creation of Texas Department of Mental Health and Mental Retardation. Boards of trustees were authorized to establish areas to organize and manage non-profit mental health and mental retardation centers. The 1966 signed El Paso Center for Mental Health and Mental Retardation Services Contract was known as the County and City contract. In 1973, the first direct services were offered to MR clients by a Sheltered Workshop and a Work Activity Center. The Emilio Fernandez Workshop that was on Myrtle Ave was established in 1976 to house the Work Activity Center and Sheltered Workshop. The workshop was catering to El Paso County residents aged 17 and above with mental retardation. In 1979, the first contract was secured by the Emilio Fernandez Workshop from the City of El Paso Parks and Recreation Department. The El Corredor District maintenance was done by a crew of eleven clients. The workshop was awarded another contract from the El Paso Parks at about October 1982. The workshop won the contract due to high quality work and a budget of approximately $100,000. The Texas Department of Transportation awarded the Emilio Fernandez Workshop additional contracts in the following years. In 1990, the Emilio Fernandez Workshop was rebranded from Emilio Fernandez to Task Master, and the workshop shifted to the current location, which has more space to accommodate as well as serve clients. The Emilio Fernandez Workshop was a program of Border TM Industries INC that was made a separate entity in 1995 following a state law change. The individuals were given a job by Border TM Industries INC while Task Masters provided the service to the clients. Border TM Industries INC was a non-profit 501(c), (3) organization at the beginning. The organization was the only one to employ individuals with mental impairments. Another state law change then converted the Border TM Industries INC into a private company on March 1. The Life Management Center was an entity of the state where Border TM Industries INC was separated. The clients at Border TM Industries INC were relabeled as an enterprise as the work continued. Border TM Industries INC acquired more contracts every year as it relocated in its new 100,800 square foot location in 1997. To increase the scope of the contracts, task masters were converted to Border TM INC in 2012, and the budget was exceeding 2,500,000. A medical clinic in 2017 and over 200 employees in 2018 were the fruits that the contracts had brought to the organization.
