Peters Fred E was born in Lexington. He graduated from Transylvania University, where he was a three-year letterman for the tennis team. In 1980, he graduated from the University of Kentucky College of Law and was awarded the Kentucky Bar Exam. He passed the Florida Bar Exam in 1982. He was a Staff Attorney at the United States District Court Eastern District of Kentucky from 1980-1987. Fred also worked for James F. Cook as United States Magistrate Judge.
