Customer feedback review summary: 1. PCD contacted county staff and commissioners regarding the North Carolina State Bar’s disciplinary action against Hogan in 2023 but didn’t receive feedback upon the deadline set for this report. It is noted that Hogan, who started practicing law in the state in 2005, was suspended by the North Carolina State Bar for one year in March 2023, according to a consent order of discipline Port City Daily obtained. Hogan was accused of failing to properly manage attorney and client fund balances by not providing needed monthly and quarterly reconciliations. Hogan worked at Hogan Edwards and Blue in Fayetteville as a partner from 2016 until March 2024 and then self-employed with A.N. Hogan Law PLLC from January until December 2024 when the county hired him. The consent order of discipline states that Hogan “maintained one trust account in connection with his law practice” with Wells Fargo Bank and held entrusted funds on behalf of clients in the account. However, between September 2018 and April 2022, Hogan was found spending more client funds than in some client accounts, failing to retain and perform monthly and quarterly reconciliations for his attorney trust account, failing to keep clients informed concerning the status of the money he held on their behalf, using client entrusted property for his own or third parties’ benefit, not depositing client funds correctly, and not clearly stating which client’s money was being used in checks and transfer slips. North Carolina attorneys must keep accurate and complete financial records of all client funds received and compare them with official bank statements for trust accounts regularly. The North Carolina State Bar began examining Hogan in 2020. In 2022, the State Bar asked Hogan to reconcile all these problems by offering monthly and quarterly accounts for his trust accounts in 2021, but he never responded, the bar alleges. 2.
