Texas RioGrande Legal Aid (TRLA) origins go back to 1970 when Texas farmers were in urgent need. Today, it is the second-largest legal aid program in the United States and the most important in Texas. TRLA offers free civil legal assistance to residents of 68 counties in Southwest Texas. It also represents seasonal and migrant farm workers throughout the state and in six southern states. TRLA has public defender programs in Texas that cover at least 10 counties. They represent low-income clients accused of felonies and misdemeanors as well as juvenile crimes. TRLA assists about 23,000 clients every year. More than 2.6 million residents in their service area qualify for TRLA services, a ratio that 21,000 lawyers could serve. This means that thousands of low-income people in Southwest Texas are in need of civil legal aid representation. TRLA has eight offices in Southwest Texas that help the 68 counties. It also has an office in Nashville, Tennessee. There, the Southern Migrant Legal Services (SMLS), an organization located in Nashville, was created to assist migrants in six southern states (including Kentucky, Alabama, Mississippi, Louisiana and Arkansas). TRLA also has public defender programs, as well as farmworker, family, employment, bankruptcy, subsidized housing, and immigration legal services. TRLA is primarily funded by the Legal Services Corporation which provides financial support to legal aid programs in the United States. TAJF or Texas Access to Justice Foundation, created by the Texas Supreme Court in 1984, is TRLA's other major funder. TRLA is eligible for smaller grants from various federal, state, and local governmental agencies, as well as private foundations and corporations. The Texas Task Force on Indigent Defense also funds TRLA’s expanding public defender program. Besides the regular programs described above, other TRLA programs serve specific client populations. These include Legal Aid for Survivors of Sexual Assault (funded by TAJF), Texas Foster Youth Justice, and Texas C-Bar, which provides legal services to small and non-profit_access to justice organizations.
