SS 1953, 18-1-1 states that "everyone who owns or keeps a dog will be liable for damages resulting from injury caused by the dog," whether the owner knew or had reason to believe the dog was dangerous or might bite. This is strict liability, and owners are liable for their dog's injury, irrespective of whether the dog had ever bitten anyone. According to Utah's statute, all dog owners are accountable for injuries caused by their dogs. Utah does not differentiate between vicious dogs and those that cause trouble, even though the owner knows the dog has a vicious nature. Utah's dog bites statute does not apply to bites alone. This statute applies to all wounds caused by a dog. If a dog runs away, knocks someone over, or causes a cyclist to fall when it runs in front of them, the owner is strictly liable for the injured party.
