Biography of Scott Carnes of Roy Larsen Carnes & Romm, P.C. Scott Carnes was born in Boston, MA, in 1953 and brought up in Northern Virginia. From studying at the University of London, the University of Georgia, and Loyola University in Rome, he graduated in 1975 with a Bachelor of Arts Degree from the College of William & Mary. He proceeded to Marshall Wythe School of Law, where he got his JD in 1978. He has been practicing law in the Tidewater area and the Commonwealth of Virginia for almost 39 years. He is an active litigator in local, state, and federal courtrooms, with a concentration on civil trials. His practice also includes appellate cases. Most of his cases have involved personal injury, vehicle accidents, property damage, medical malpractice, and other personal injury cases. Further, he has experience in civil litigation. His civil trial work involves real estate, contract disputes, administrative law, and trust and estate matters. Mr. Carnes is an active member of the Virginia State Bar. He has served on the Virginia State Bar (2nd District) Discipline Committee, and he is a member of the bar subcommittee on judicial selection. He is a member of the Virginia Beach and Portsmouth Bar Associations. He is also an active member of the Virginia Trial Lawyers Association and the Virginia Association of Defense Attorneys. Mr. Carnes is admitted to practice before the United States District Court of the Eastern District of Virginia and the United States Court of Appeals of the Fourth Circuit. He is also admitted to practice before the United States Court of Claims. Family Scott Carnes married in 1983 and lives in Virginia Beach. He and his wife have five children. They have graduated from the College of William & Mary, Sentara Nursing School, the US Naval Academy, Virginia Tech, the US Military Academy at West Point, and Virginia Tech.
