About Low Hammond Rowe Architects Since 1985, Low Hammond Rowe Architects have been working across British Columbia. We are a partnership based in Victoria. Together, Jackson Low, Paul Hammond and Christopher Rowe have a diverse range of experience. We have worked on large-scale site planning, urban design, renovations and university buildings, libraries, senior housing and care facilities as well as multi-family and non-market residential, commercial and office building, recreational and community facilities. Design philosophy at the practice also values creative place-making and sensitive responses to context and site. It encourages sustainability and energy conservation through an integrated approach.
