Balfour Collegiate first opened its doors to the community as a Regina Public School Division in 1930, and the original building is still in operation. The Regina Technical School also operated from 1930 to 1983. It bore significant changes to its focus in 1983. Balfour Arts Collective is a program designed for students who aim to earn their Fine Arts certificate. It is an innovative, unique educational program that ensures the students can enhance their abilities in visual arts, dance, or drama while they undergo the completion of their K-12 education. The individual should be ready to embrace all artistic opportunities provided, regardless of their level of proficiency in art or personal experience. This way, all students will feel accepted, which helps in making them more confident and capable of taking the risks involved in participating in the program. This high level of enthusiasm for the artistic program and the strong will to learn shown by the students facilitate their ultimate success. This program is under the school division of Regina Public Schools, and it is the only one that provides this unique experience, so it is always open to all students in Regina.
